Furthermore, tell me how you say this word. If I'm using it as a verb, as in "program a computer", I definitely say it with the short a sound. However, if I'm describing a TV show, I'll most likely say "progrəm" (hey, look at that, it's a schwa) with more of a short u. Is this unusual? According to Merriam-Webster, either is acceptable, depending the situation.
